Traffic Management Plan - Aldergrove Port of Entry

Construction of a new CBSA facility at the Aldergrove Port of Entry is about to begin. The Canada Border Services Agency (CBSA) has developed a commercial vehicle traffic management plan to mitigate the disruption this construction may cause to our clients. It is important to note that this traffic management plan applies only to the northbound traffic (into Canada). No disruption or change in process is taking place for southbound carriers. Elimination of Itinerant Carrier Codes

CSCB members have asked several questions regarding the elimination of itinerant generic carrier code 77YY. Following are those questions, and CBSA's responses. CSCB: If a carrier arrives at the border without a unique carrier code, we understand he will no longer be allowed to proceed. However, will CBSA issue a penalty to that carrier? CBSA: No; the carrier will simply be refused entry into Canada.
Importation of fresh tomatoes (D-10-01): additional regulated countries

Effective June 28, 2010, shipments of tomato fruit from Austria, Belgium, the Czech Republic, Denmark, Estonia, Finland, Hungary, Ireland, Latvia, Lithuania, Luxembourg, Poland, Romania, Slovakia, Slovenia, Sweden, Syrian Arab Republic and Turkey will be required to be accompanied by a Phytosanitary Certificate with an additional declaration stating: “This consignment originated from a place where Tuta absoluta is known not to occur and was inspected and found free of Tuta absoluta”. Shipments not meeting this requirement will be refused entry to Canada.

Chapter 07 was published to change the release recommendation from "Approved" to "Refer to CFIA-ISC" for the following HS Codes for the following countries: Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, Hungary, Ireland, Latvia, Lithuania, Luxembourg, Poland, Romania, Slovakia, Slovenia, Sweden, Syrian Arab Republic and Turkey. 07.02.00.0001 - Tomatoes, field (fresh or chilled) 07.02.00.0002 - Tomatoes, greenhouse (fresh or chilled) This generated requirement version changes for the same SH Codes for all other countries except the United States.
CBSA Partial Outage Contingency Plan

Members may recall the recent outage which rendered CBSA unable to process outbound data for clients using the Customs Internet Gateway. A message sent to members on May 11 indicated that the CSCB had scheduled a call with CBSA to discuss this outage and associated issues, such as contingency plans and financial impacts. As a result of that call, and recommendations from the CSCB, the CBSA has provided the following contingency plan to be used in the case of a partial outage. The contingency plan, for partial outages, is as follows:
Brucellosis not confirmed in British Columbia

The Canadian Food Inspection Agency (CFIA) has removed quarantines from two British Columbia farms. A thorough investigation did not confirm the presence of brucellosis. The CFIA launched the investigation after three beef cows from the two B.C. farms were classified as “reactors” (suspect) on brucellosis tests. These tests were done by the United States Department of Agriculture (USDA) during routine slaughter testing. Animals on both farms were tested for brucellosis, all with negative results.

Advisory opinion: Goods and Technology requiring an export permit for the purposes of export or transfer, as required under s.13 of the Export and Import Permits Act, are included in the Export Control List, and published in A Guide to Canada’s Export Controls. In addition to self-assessment against the index of A Guide to Canada’s Export Controls, an exporter may also choose to obtain greater certainty in regard to the control status of a particular export by either applying for an advisory opinion or submitting an export permit application.
